Project and Construction
Management
JCL International undertakes the project management process by coordinating
closely with its clients throughout the project cycle, from project conception
stage up to handover and final project close-out. Organizational and project
objectives are clearly defined at an early stage, reliable accurate information
lines initiated and full transparency across the whole project process
delivered. By executing projects in this manner, clients have the level of
information and control required to make decisions based on the latest up to
date facts, a necessity for corporations in today’s global marketplace.
The primary approach to all JCL International projects is first and foremost to
use the Project Execution Plan (PEP) to identify the objectives and
requirements of the project. Then a risk mitigation strategy is carried
out along with a detailed tasking program for the duration of the
project.
The PEP criteria require the Project Manager to ensure that Client requirements
are met by the chosen designer and contractor(s). This is especially important
within the Philippine and Asian market where transparency is paramount in any
procurement activities.
A fully developed JCL International PEP clearly shows all relevant activities.
This program is not restricted to design, procurement and construction
activities. It also incorporates all activities relating to the client, such as
pre-design requirements, move management and facilities management
requirements to achieve full operational status.
Outline Schedules are produced by JCL International to
indicate project duration and key milestones such as, tender and
appointment of consultants, completion of the design, tender and
appointment of contractors, ordering of long-lead items and detailed
construction schedule, all of which are designated on the master
program.
Management of the construction process by JCL International incorporates a fully
integrated approach. Professional teams of experienced on-site managers,
supported by efficient administration staff and reliable processes and

Maintaining control over the construction progress requires thorough management

master program and supervises clarifications relating to long lead items.
Contractor’s quality and control procedures for the acceptance and storage of
materials, system components and equipment are reviewed and monitored. Where
pre-fabrication of construction items is required JCL International initiates
off site quality/control inspections.

Building Audits
There are
many scenarios where building audits are required, from building purchaser due
diligence to owner sale preparation and regular updating of building condition.
Mostly this relates to compliance with codes or statutory authorities, however
quality of building, structure and services are also addressed.
Audits may be walk through assessment to detailed survey of building fabric and
systems, including security installations. Our professional engineers and

relationship between design and construction. As such, the Design Management
process treats these disciplines as an integrated system. Planning for both
design and construction proceed simultaneously, examining various alternatives
which are desirable from both viewpoints and thus eliminating the necessity of
extensive revisions.
Incorporated into design management process is a
value engineering review. The value engineering review identifies any
unnecessary costs in design and construction, by proposing alternative design or
construction technology to reduce costs without sacrificing quality or

any cost efficient alternatives put forward for proposal.

The basis of any energy management exercise is the energy audit. Current energy
consumption and efficiency are established, and energy saving options

Facilities Management
JCL

Structural, Environmental, MEPF and Security.
This management system is applied to site specific development of
specifications, tendering, contract letting, supervision and cost management,
this in turn is used for the many labour and purchase contracts involved in
keeping a facility functionally, environmentally and cost affectively
operational. As well as maintaining statutory compliance of the building and
systems, the overall aim is lowest short and long term building ownership costs.

Move Management
With the works underway the process of move management will be dealt with. The
discipline is one of JCL International's specialties and one that has proven
procedures tested successfully on multiple office re-locations from the project
portfolio. The Move Plan is the first step that carefully documents all the
requirements for the end users to relocate. A move committee is set up with
designated Client move co-ordinators. The move plan typically contains planning
for weather, move contractors procurement, color coding charts, move schedule,
logistics on items to be removed, methodology on existing equipment and the
like. Through this network all staff is briefed on the new premises and before
the actual move full end user briefings are given in respect to the logistics of
the move.
Move packs are issued typically containing a map to the new office, security
cards, floor plan with the relevant desk marked, information on transport and
local shops if the move is from one district to another.
On the day of
the move, typically over a weekend, the move co-coordinators will be on hand to
offer assistance as directed by JCL International. The intent of any commercial
move is to minimize the disruption to the operations of the company.
