Project and Construction Management 

JCL International undertakes the project management process by coordinating closely with its clients throughout the project cycle, from project conception stage up to handover and final project close-out. Organizational and project objectives are clearly defined at an early stage, reliable accurate information lines initiated and full transparency across the whole project process delivered. By executing projects in this manner, clients have the level of information and control required to make decisions based on the latest up to date facts, a necessity for corporations in today’s global marketplace.

The primary approach to all JCL International projects is first and foremost to use the Project Execution Plan (PEP) to identify the objectives and requirements of the project. Then a risk mitigation strategy is carried out along with a detailed tasking program for the duration of the project.

The PEP criteria require the Project Manager to ensure that Client requirements are met by the chosen designer and contractor(s). This is especially important within the Philippine and Asian market where transparency is paramount in any procurement activities.

A fully developed JCL International PEP clearly shows all relevant activities. This program is not restricted to design, procurement and construction activities. It also incorporates all activities relating to the client, such as pre-design requirements, move management and facilities management requirements to achieve full operational status.

Outline Schedules are produced by JCL International to indicate project duration and key milestones such as, tender and appointment of consultants, completion of the design, tender and appointment of contractors, ordering of long-lead items and detailed construction schedule, all of which are designated on the master program.

Management of the construction process by JCL International incorporates a fully integrated approach. Professional teams of experienced on-site managers, supported by efficient administration staff and reliable processes and procedures, mean that control and transparency of the construction process are realized in a way that benefits the client.

Maintaining control over the construction progress requires thorough management of the procurement supply chain. When managing procurement, JCL International first identifies long lead items, incorporates procurement milestones into the master program and supervises clarifications relating to long lead items. Contractor’s quality and control procedures for the acceptance and storage of materials, system components and equipment are reviewed and monitored. Where pre-fabrication of construction items is required JCL International initiates off site quality/control inspections.

Building Audits

There are many scenarios where building audits are required, from building purchaser due diligence to owner sale preparation and regular updating of building condition. Mostly this relates to compliance with codes or statutory authorities, however quality of building, structure and services are also addressed.  

Audits may be walk through assessment to detailed survey of building fabric and systems, including security installations. Our professional engineers and architects undertake these activities. Where specialist technical analysis is considered necessary, our personnel work with relevant consulting practitioners, following development by JCL International of appropriate briefing documentation.

                 

Feasibility Studies

An objective well prepared feasibility study puts management in a better position to make valid decisions on whether to proceed with a project or not. It provides the client with an insight into the viability of a potential construction project, against a set of parameters, such as time, expense, resources required, technical aspects etc. 

In addition, conducting a worthwhile feasibility study will generally reduce total project costs when compared to projects that have been poorly researched and defined. Not only will it highlight likely project requirements in terms of budgetary amounts and manpower levels, but it also assists the formulation of the risk mitigation strategy, contributing to successful project delivery.

A typical JCL International feasibility study would usually include as a point of reference, objectives, scope, assumptions made, constraints, budgets, costs, resources, deliverables, success criteria, project phases if applicable, time schedules, strategies, risks and responsibilities. Encompassing a wide spectrum of relevant information, the study can be customized to suit client or project requirements.

Feasibility studies conducted by JCL International whether technical or financial are compiled by experts in their respective fields.  Where 24/7 operations requiring N+1 redundancy and extra high security systems are involved, additional support from specialist designers would be sought following establishment of adequate briefing documentation.

                 

Cost Management

JCL International has the knowledge and experience of respected industry professionals to give incisive, accurate assessments of costing proposals and relating financial decisions. Cost Management is essential from early in the project cycle, when JCL International expertise is most able to influence key cost drivers for the project.

With proven cost management and reporting techniques, JCL International can provide a number of related services under the Cost Management scope. Strategic advice during the project inception and design stage, contractual advice during project inception and tender stages based on forecasted capital and operation costing, project cost management during the complete project cycle, as well as operation costing advice.

JCL International provides full transparency of all procurement transactions and full integration with the client’s operational and purchasing policies that are currently in existence. Formal reporting systems are agreed upon before the project commencement. These procurement systems incorporate cost and program control, contract award, monitoring and payment practices.

Tracking and control of construction budgets over the project cycle are of paramount importance. ISO compliant methods of procurement and cost control are part of the standard operating procedures issued to all project management teams. Highly detailed valuation cost assessments are undertaken with BoQ line by line scrutiny, saving the client significant project costs. With stringent cost control and change order control management, the client can be assured that best value is always achieved over the whole project cycle.

                 

Design Management

Management of the design stage, whether during project inception or re-design during the construction phase, requires experienced coordination within key disciplines. Whether the design incorporates Structural, Architectural or MEPF related elements, JCL International Design Management has the key resources at its disposal to provide the best solutions for clients.

JCL International recognizes the close relationship between design and construction. As such, the Design Management process treats these disciplines as an integrated system. Planning for both design and construction proceed simultaneously, examining various alternatives which are desirable from both viewpoints and thus eliminating the necessity of extensive revisions.

Incorporated into design management process is a value engineering review. The value engineering review identifies any unnecessary costs in design and construction, by proposing alternative design or construction technology to reduce costs without sacrificing quality or performance requirements. JCL International design teams coordinate extensive design assessments, for which alternative design systems are then evaluated and any cost efficient alternatives put forward for proposal.  

Where the design incorporates highly sophisticated operational systems, the design assessment will evaluate operational, general maintenance and energy cost savings as well as environmental benefits. This systems evaluation is normally carried out during the design and budget development stage.

Energy Management  

JCL International understands the energy requirements of client’s operations within the Philippine and Asian markets. Having extensive experience of delivering projects in locations where resource deficiencies equate to high energy costs, energy management reviews at design stage can provide the solutions to all the clients energy issues.

The basis of any energy management exercise is the energy audit. Current energy consumption and efficiency are established, and energy saving options identified. These options must be technically sound, practical to operations and cost effective in terms of return on total investment by energy savings.

Were the energy audit process provides justification for client investment in energy management, the energy consumption audit seeks to recognize existing and historic energy usage and associated outgoings. End usage and consumption trends are established. This identification process is combined with systems and operational details to identify applicable efficiencies and areas for energy conservation, and improvements in efficiency.

Environmental Management

During the project inception stage it is critical that environmental planning is carried out correctly by consulting with the appropriate authorities and interested stakeholders, for insertion into the criteria for further detailed analysis. This analysis incorporates every aspect from due diligence to technical reports that are integrated within the overall project execution plan.

Additionally, environmental impact studies are carried out with a view to establish a management plan to manage the risk of environmental damage and corporate liability.  This plan forms part of the execution plan during the construction stage, JCL International site managers coordinate on-site identification, control measures, and reviewing, in order to minimize potential environmental impacts.

IT Management and Maintenance

Facilities Management

JCL International has a long track record of base building and fit out project management. These skills also apply to post construction activities of Facilities Management (FM), spanning Financial, Architectural, Civil, Structural, Environmental, MEPF and Security.

This management system is applied to site specific development of specifications, tendering, contract letting, supervision and cost management, this in turn is used for the many labour and purchase contracts involved in keeping a facility functionally, environmentally and cost affectively operational. As well as maintaining statutory compliance of the building and systems, the overall aim is lowest short and long term building ownership costs.

JCL International has the advantage of employing professional engineers as well as professional project managers to ensure that construction projects are properly developed. The system engineering, management and site skills applied during construction are key factors in enabling JCL International to enhance decision makings effectiveness of Facilities Management repair and replacement scenarios.

Move Management

With the works underway the process of move management will be dealt with. The discipline is one of JCL International's specialties and one that has proven procedures tested successfully on multiple office re-locations from the project portfolio. The Move Plan is the first step that carefully documents all the requirements for the end users to relocate. A move committee is set up with designated Client move co-ordinators. The move plan typically contains planning for weather, move contractors procurement, color coding charts, move schedule, logistics on items to be removed, methodology on existing equipment and the like. Through this network all staff is briefed on the new premises and before the actual move full end user briefings are given in respect to the logistics of the move.

Move packs are issued typically containing a map to the new office, security cards, floor plan with the relevant desk marked, information on transport and local shops if the move is from one district to another.

On the day of the move, typically over a weekend, the move co-coordinators will be on hand to offer assistance as directed by JCL International. The intent of any commercial move is to minimize the disruption to the operations of the company.
